Major glitch with DLC

Its been 21 days since the first DLC drop.  The maps are not in rotation in the normal playlists. 

I do not want to play the same 4 maps over and over with varying game types.  I want to play the whole map selection of a game mode I choose.

When are the maps being put in full rotation, or who do I talk to about getting a refund for the season pass?
